Mayor Rogelio Quiño Attends 3rd Day of SPMS Coaching Session in Manolo Fortich
Mayor Rogelio N. Quiño joined the 3rd day of the SPMS Coaching Session in Manolo Fortich, highlighting Major Final Outputs (MFOs), OPCR creation, and the importance of ISO Certification for good governance.
MANOLO FORTICH, BUKIDNON – Mayor Rogelio N. Quiño personally attended the third day of the Coaching Session on the Strategic Performance Management System (SPMS) held on August 15, 2025, at Dream Residences, San Miguel, Manolo Fortich.
Major Final Outputs (MFOs) as Guide for LGU Offices
During the session, Mayor Quiño listened to the discussions on the Major Final Outputs (MFOs) presented by the heads of offices and division chiefs of the Local Government Unit (LGU). These MFOs, based on the learnings facilitated by Dr. Fe Jennifer B. Perez, will serve as guides for each office in achieving their performance targets and in delivering quality public service. Success indicators will measure whether the MFOs have been achieved effectively.
Creating Effective OPCRs for Departments
Mayor Quiño expressed his gratitude to Dr. Perez for her valuable inputs in ensuring clarity and organization in the creation of the Office Performance Commitment and Review (OPCR) of every department. According to him, this initiative supports the 10th priority in his 10-Point Agenda—Good Governance.
Importance of ISO Certification for LGUs
Aside from the coaching sessions, Dr. Perez also highlighted the importance and advantages of becoming an ISO Certified LGU. Being ISO Certified means that the LGU has established clear and transparent processes aligned with international standards, ensuring efficiency, organization, and high-quality government services.
Mayor Quiño’s Vision for Manolo Fortich
Mayor Quiño shared his optimism that the LGU of Manolo Fortich will soon achieve ISO accreditation:
“There are so many firsts in Manolo Fortich. Daghan kaayo ta og unang nahitabo sa LGU. Daghan kaayo atong mga innovations nga nag-una gyud ta sa mga munisipyo sa tibuok Bukidnon and this will be also the first nga ang munisipyo sa Bukidnon will be ISO accredited,” he said.

The SPMS coaching sessions strengthen the LGU’s commitment to institutional reforms, service excellence, and innovation under the leadership of Mayor Rogelio Quiño.
