ENHANCING GOOD GOVERNANCE: LGU MANOLO FORTICH GATHERS CIVIL SOCIETY ORGANIZATIONS

The first CSO Conference in Manolo Fortich after 13 years.

MANOLO FORTICH, BUKIDNON — Civil Society Organizations (CSOs) in Manolo Fortich convened in a conference to strengthen their roles, responsibilities, and partnerships with the local government. The event was held at the New Government Center Conference Room in Barangay Tankulan on Monday, August 11, 2025.

The activity, organized by the Department of the Interior and Local Government (DILG) Municipal Local Government Operations Officer (MLGOO) Christie C. Cubero and the Municipal Planning and Development Office (MPDO), was guided by DILG Memorandum Circular 2025-060, which sets the objectives and purpose of CSO conferences nationwide.

Strengthening LGU – CSO Partnerships

The initiative supports the 10th priority of Mayor Rogelio N. Quiño’s 10-Point Agenda: Good Governance. By fostering partnerships with CSOs, the LGU aims to promote inclusive development and encourage citizen participation in governance.

Mayor Quiño emphasized the importance of CSOs as vital partners in local development, saying:

“Gusto nato mabati ang matag tingog sa mga sector para sa unsay atong mahimo na mga programa sa munisipyo na matabangan. Open ang atong buhatan kung adunay inyong mga suhestiyon ug mga angay buhaton para makatabang ta sa inyong organization.”

Voices from the Sectors

Various CSOs actively participated in the discussion. Fe Sangco, President of the Sankanan Irrigators Association, shared how the conference provided recognition for their contributions and concerns:

“Nakita nato na gitagaan kami og higayon nga madunggan kami, mailhan kung unsay among functions sa community. Unsa among ikatabang sa community gawas sa among association.”

Recognized CSOs in Manolo Fortich

According to the MPDO, there are currently 107 Civil Society Organizations in Manolo Fortich:

  • 24 Accredited CSOs
  • 73 Non-accredited CSOs

The conference strongly encouraged non-accredited CSOs to pursue formal accreditation, which enhances their legitimacy and opens doors to greater collaboration with the LGU.

“Once na na-accredit, they have the opportunity to become a member of the local special bodies, at the same time mahimo silang members sa mga different sectoral committees, and sa uban pa na mga kalihukan,” said MLGOO Christie C. Cubero in an interview with Barug Manolo Fortich Radio on the same day.

The Role of CSOs in Good Governance

Civil Society Organizations play a vital role in bridging the gap between government and the people. They amplify the voices of the sectors they represent and help ensure that policies are responsive to community needs.

Through stronger partnerships with the Local Government Unit of Manolo Fortich, CSOs can:

  • Advocate for sectoral rights and concerns
  • Address essential community needs
  • Participate in local policy-making
  • Sustain their role as partners in development

Obtaining DILG accreditation is a crucial step toward empowering CSOs to continue their mission and sustain their impact in Manolo Fortich.
