60 personnel from the Municipal Disaster Risk Reduction and Management Office (MDRRMO) and the Manolo Fortich Road Traffic Administration (MFRTA) of the Local Government Unit of Manolo Fortich underwent a one-day Road Accident First Responder Training on the basic principles of road traffic rescue operations at the Municipal Gymnasium, Barangay Tankulan, last August 26, 2025.
The activity, organized by the MDRRMO headed by MDRRM Officer III Gina G. Olano, aimed to enhance participants’ mastery of theoretical driving knowledge, basic traffic rules, traffic rescue procedures, and the responsibilities of each office involved in conducting rescue operations.
Improving the LGU’s Disaster Preparedness
With the increasing cases of road traffic accidents in the municipality, the training served as a milestone in strengthening the roles of the concerned offices in responding to emergencies. This initiative supports the 6th priority in Mayor Rogelio N. Quiño’s 10-Point Agenda—Disaster Preparedness.
Resource speaker and MFRTA Traffic Operations Officer III Jean Paul Villalvelto emphasized the importance of unified action during major accidents, “Dapat ma-apply ang principles sa Incident Command System nga automatic mag-unify ang tanan offices. The RTA, the LDRRMO, and the Motorpool magkahiusa with a ground commander that these three offices will respect and take the command.”
On the same day, Basic First Aid Training was also conducted by Radio Communications Equipment Operator III Evelyn O. Nanale. Participants received in-depth demonstrations on cardiopulmonary resuscitation (CPR), wound care, burn treatment, and the proper use of a First Aid Kit.
Ways Forward for Disaster Preparedness
Disaster preparedness is a skill that can only be mastered through continuous training and practice. To further build on this initiative, the MDRRMO has scheduled more capacity-building activities in line with the Civil Service Month this September, including:
Beyond MDRRMO and MFRTA personnel, the Local Government Unit of Manolo Fortich will also open participation to employees from various offices, recognizing that disasters are unpredictable and preparedness is a shared responsibility.
MDRRM PTLCOL Rosseau M. Clerigo (Ret.) reminded participants of their duty and commitment during the training, “Kita, ni-commit man ta ani atong trabaho, there will be a little sacrifice gyud sa atong oras ug kusog since we are at the forefront in providing response and safety to the people of Manolo Fortich.”
