LGU Manolo Fortich Strengthens Good Governance Through Training on New Procurement Law (RA 12009)

Manolo Fortich BAC and TWG undergo RA 12009 training, aligning with Mayor Quiño’s 10-Point Agenda, Good Governance.

Cagayan de Oro City – Members of the Bids and Awards Committee (BAC) and its Technical Working Group (TWG) from the Local Government Unit of Manolo Fortich actively participated in the 3-day Client Learning Engagement on the New Procurement Law (RA 12009 Procurement Law Philippines) and other procurement-related matters. The event was organized by the Department of Budget and Management (DBM) Regional Office 10 in partnership with the Regional League of Local Budget Officers 10, Inc. and was held at the Luxe Hotel, Cagayan de Oro City from September 1–3, 2025.

 

Understanding RA 12009: The New Procurement Law 2025
The seminar focused on the new government procurement law 2025, specifically Republic Act 12009and its Implementing Rules and Regulations (IRR). The Manolo Fortich delegation, headed by BAC Chairman Catherine C. Gatchalian, gained deeper insights into the law’s key provisions. DBM IX Regional Director Mark Louie C. Martin emphasized innovative procurement modalities such as Direct Acquisition, Direct Sales, and Competitive Dialogue, which promote value for money, transparency, and efficiencyin government transactions.

On the second day, Atty. Philip Josef T. Vera Cruz, Deputy Executive Director of Procurement Service–DBM, introduced the modernized Philippine Government Electronic Procurement System (mPhilGEPS). This Philippine procurement modernization initiative offers streamlined features that ensure faster, more transparent, and accountable procurement processes for all government agencies.

The seminar’s final day delved into the various modes of procurement under RA 12009, with discussions to be led by DBM Region XII Director Akmad J. Usman.

 

Mayor Quiño Backs BAC and TWG Development in Line with Good Governance Agenda
Mayor Rogelio N. Quiño reiterated his strong support for the capacity development of BAC and TWG members, stressing that this initiative aligns with his 10th Agenda, Good Governance. According to Mayor Quiño, embracing the new Philippine procurement modernization system ensures quality service delivery, prudent use of public funds, and accountability to the people of Manolo Fortich.

 

Capacity building on RA 12009 for Bukidnon and Misamis Occidental LGUs
The 3-day training in Northern Mindanao gathered more than 700 participants from different local government units in Bukidnon and Misamis Occidental, showing the region’s commitment to good governance in local government procurement.
