LGU Manolo Fortich Middle Managers Strengthen Leadership Competencies Through 3-Day Training

Building stronger leaders: LGU Manolo Fortich invests in training.

Mampayag, Manolo Fortich – Members of the Management Committee (Mancom) of the Local Government Unit (LGU) of Manolo Fortich successfully completed a 3-day Leadership Training for Middle Managers held at Ricardo's by Cucina Higala in Barangay Mampayag last September 10–12, 2025.

The training, facilitated by Human Resource and Organizational Development Consultant, Dr. Fe Jennifer B. Perez, is part of the LGU’s continuing efforts to strengthen leadership and managerial competencies among its department heads and office leaders.

Mayor Quiño’s Support for Capacity Building

Upholding his commitment to good governance and human resource development, Mayor Rogelio N. Quiño expressed his full support for the recent training initiative, stressing that equipping middle managers and department heads with enhanced leadership skills is vital for stronger leadership, effective decision-making, and accountable governance.

Although the sessions were primarily designed for middle managers and heads of offices, Mayor Quiño personally attended the training to show solidarity with his team and to affirm that this is exactly what he envisions for the local government—leaders who are more equipped to manage their offices effectively. "With this training seminar, atong panganduyon nga ma-develop ug ma-improve ang atong skills ug management sa atong mga different offices kay mao ra man gyud ang atong tinguha nga ma-improve nato."

Building Core Leadership Competencies
Dr. Perez led discussions on leadership principles, management processes, and the three core management skills, providing participants with practical knowledge and applicable frameworks. The sessions covered:

Leadership and Management Skills – Understanding the fundamentals of effective leadership and management.

Employee Engagement – Identifying why employees become disengaged and crafting motivational plans to keep teams inspired.

Giving Corrective Feedback – Using constructive methods to correct behaviors and improve performance.

Delegation – Analyzing case studies to strengthen decision-making and task delegation, which is considered the foundation of effective leadership.

Situational Judgment Analysis – Applying theories and model answers to real workplace scenarios to improve decision-making.

Problem Solving & Decision Making– Utilizing tools like the Fishbone Diagram to identify and resolve underlying organizational issues.

Time Management – Prioritizing effectively by focusing on the 20% of problems.

Understanding Generation Gaps
One of the highlights of the training was understanding how different generations respond to leadership styles. Dr. Perez emphasized the need for flexibility in managing diverse teams:

Baby Boomers and Generation X – Prefer structured, traditional leadership with clear and well-communicated decisions.

Millennials – Thrive in collaborative and transparent environments where they feel valued and included.

Gen Z – Expect empathetic and flexible leadership that recognizes individuality and work-life balance.

To deepen learning, participants engaged in role-playing exercises and profiled their staff according to maturity levels using Hersey and Blanchard’s Leadership Styles.
