LGU Manolo Fortich Completes Initial ARTA Compliance Monitoring Across 22 Barangays

LGU Manolo Fortich, under the leadership of Mayor Rogelio N. Quiño, successfully completed its initial ARTA compliance monitoring in 22 barangays, reinforcing the mayor’s 10th Agenda on Good Governance.

Manolo Fortich – In line with the 10th agenda of Mayor Rogelio N. Quiño’s 10-Point Agenda which is Good Governance, the Local Government Unit of Manolo Fortich has taken a major step toward ensuring efficient and transparent public service delivery. From August 26 to September 5, 2025, the LGU successfully conducted its initial Anti-Red Tape Authority (ARTA) compliance monitoring across all 22 barangays.

The activity was spearheaded by the Committee on Anti-Red Tape (CART), through the Municipal Internal Audit Service Office, as part of its strengthened oversight and technical assistance role. The objective was not only to assess the current level of ARTA compliance but also to guide barangays in the timely completion, submission, and quality of ARTA requirements. This reflects Mayor Quiño’s commitment to effective and accountable governance in every barangay.

Building on Training and Capacity Development
The monitoring followed the comprehensive training workshop for Barangay ARTA Focal Persons conducted on June 20, 2025. With this foundation, the CART team visited each barangay to evaluate compliance and implementation progress, reinforcing the LGU’s goal of capacity building, efficiency, and service readiness.

The initial monitoring covered essential ARTA requirements, including:
     - Availability of the Citizen’s Charter handbook and Information Bulletin
     - Establishment of a Public Assistance and Complaints Desk
     - Presence of Complaint and Suggestion Boxes
     - Availability of Client Satisfaction Measurement (CSM) forms
     - Proper wearing of IDs by barangay personnel and officials
     - Visible posting of ARTA posters
     - Distribution of ARTA brochures

These indicators serve as a measure of how barangays are complying with the national anti-red tape standards.

Ensuring Readiness for Regional Evaluation
The primary goal of this initial monitoring was to ensure that all 22 barangays are adequately prepared for the formal evaluation and validation by the ARTA Regional Field Office. By proactively identifying compliance gaps, barangays can improve frontline service delivery, raise public confidence, and achieve full adherence to mandated standards.

Setting the Standard for Local Governance
This proactive initiative reflects Mayor Rogelio N. Quiño’s strong governance philosophy, emphasizing continuous improvement and accountability. By setting a benchmark in Bukidnon for ARTA compliance, Manolo Fortich demonstrates how responsive and effective governance can transform local service delivery and empower communities.

To sustain progress, the LGU will conduct a series of follow-up inspections in the coming months. These efforts underscore the municipality’s commitment to sustained ARTA compliance, improved transparency, and citizen-centered governance.
