MANOLO FORTICH, Bukidnon — Equipping future generations against sexual abuse and exploitation on social media, the Local Government Unit of Manolo Fortich hosted the 4th Municipal Children’s Congress at Alomah’s Place and Nature Farm, Barangay Dahilayan, from November 20–21, 2025. With the theme “OSAEC-CSAEM Wakasan: Kaligtasan at Karapatan ng Kabataan, Ipaglaban,” the Municipal Social Welfare and Development Office (MSWDO), headed by MSWD Officer Maria Cecilia Sajonia, welcomed 42 Barangay Child Representatives for a two-day event filled with educational and interactive activities.
The Full Force of the Municipality’s Child Representatives
From the 22 barangays of Manolo Fortich, each initially allotted four representatives was streamlined to two child delegates per barangay. The participants underwent leadership training designed to equip them with knowledge and skills they can use to educate their peers and represent children’s voices in their respective communities. The orientation highlighted major topics, including Online Sexual Abuse and Exploitation of Children (OSAEC) under Republic Act No. 11930 and Child Sexual Abuse and Exploitation Materials (CSAEM), especially those spread through the internet.
The event was led by the four Municipal Child Representatives:
Charlo C. Laurilla, Municipal LGBTQIA+ Child Representative and Region 10 Child Representative
Xyiane Daphne A. Blanila, Municipal Academe Female Child Representative
Kian Cedrick C. Armodia, Municipal IP Male Child Representative
Hannah Mich Cat-awan, Municipal IP Female Child Representative
A Vision Enforced Through Shared Responsibility
MSWDO Officer Sajonia emphasized that the initiative supports the 8-Point Agenda of Municipal Mayor Rogelio N. Quiño—particularly Education and Peace and Order. Through this congress, children are empowered with knowledge while the municipality reinforces programs that protect and uphold their rights. “Kani nga activity, this is really intended para tagaan mo og platform as a child,” MSWD Officer Sajonia stated.
The LGU, in partnership with the MSWDO, Local Youth Development Office (LYDO), the Office of the Sangguniang Bayan with Councilor Joy L. Cordovez as Committee Chairperson on Children, and Municipal Health Office (MHO), served as the backbone of the activity—forming a strong foundation in safeguarding children’s rights in Manolo Fortich.
