Manolo Fortich, Bukidnon — The Local Government Unit of Manolo Fortich, through the Human Resource Management Office (HRMO) headed by HRM Officer Catherine Gatchalian, successfully passed the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) Regional Validation with a perfect 100% score on the four key areas of HRM at Maturity Level 2. The findings and feedback were presented during the exit conference on December 3, following the on-site validation conducted on December 2, 2025.
Promoting Good Governance through Excellence in Human Resource Management
PRIME-HRM is a flagship program of the Philippine Civil Service Commission (CSC) designed to strengthen HRM systems in government agencies by evaluating the four key HR areas: recruitment, learning and development, performance management, and rewards and recognition.
LGU Manolo Fortich, under the leadership of Municipal Mayor Rogelio N. Quiño, has placed Good Governance as the top priority in the administration’s 8-Point Agenda, with HRM serving as a vital foundation in achieving administrative excellence.
The PRIME-HRM Maturity Level framework assesses how developed and strategic an agency’s HR systems are—Level 1 being basic or transactional, Level 2 developing, Level 3 defined, and Level 4 representing fully strategic and optimized HRM. With its Level 2 rating, LGU Manolo Fortich is now eligible for the PRIME-HRM Bronze Award, given to government agencies that demonstrate strong, compliant, and consistent HRM practices in all four areas.
After presenting their findings, CSC Regional Office 10 Acting Chief HRS Julieta Reyes stated, “Thanks to you that you embraced PRIME-HRM, and we are happy to recommend [you] to our HRPSO (Human Resource Policies and Standards Office) for a Bronze Award.”
A Combined Effort: The Synergy Between Offices
Office heads and representatives led by Municipal Administrator Engr. Joie Caesar M. Gaid attended the two-day validation process. HRMO Gatchalian expressed her gratitude to the CSC for their guidance and to the different LGU departments for their cooperation and teamwork in achieving this significant milestone. “I would like to thank everyone… because our compliance to PRIME-[HR] or compliance to the standards—these are the minimum standards in the government—is a collective output, it’s not just me or the HR Office,” Gatchalian said.
Achieving and sustaining a high standard in human resource management greatly contributes to quality public service delivery. This accomplishment highlights the LGU’s continued commitment to strengthening good governance and institutional excellence across the municipality.
