Manolo Fortich Launches Citizen ID with GCash Integration

First 1,000 Citizen IDs distributed as LGU expands access to digital services

MANOLO FORTICH, Bukidnon — September 16, 2026 — The Local Government Unit (LGU) of Manolo Fortich officially launched its Citizen ID Program and distributed the first 1,000 Citizen IDs to qualified residents, strengthening the municipality’s efforts to make government and financial services more accessible, convenient, and digitally integrated.

The Citizen ID is the official municipal identification for qualified residents of Manolo Fortich and features a GCash-linked Visa debit card that may be used for eligible payments and withdrawals, subject to applicable GCash terms and conditions. It may also be used for municipal programs, local transactions, and other GCash-integrated services.

The initiative has been described as the first municipal Citizen ID with GCash integration in Northern Mindanao, bringing together municipal identification and selected digital financial services in a single card.

“On behalf of GCASH, it is my Absolute honor to congratulate the Municipality of Manolo Fortich on the successful launch of our citizen's card. Uulitin ko po. You're not one of the first, you are the first in Mindanao and Congratulations.” Said Ms. Alano.

From Volunteer Honoraria to a Municipal Citizen ID

The Citizen ID was initially developed to facilitate the release of honoraria for volunteers. The LGU later expanded the initiative to benefit qualified residents across the municipality.

According to Mayor Rogelio N. Quiño, the program aims to make transactions more convenient, particularly for residents from distant barangays who previously had to spend time and money traveling to the municipal center to claim their payments.

"Ease of doing business. Ang gikan sa Guiling-Guilang, Santiago, Ticala, ug gikan Minsuro, mugasto pa og plite para mu-claim sa ilang honorarium. Karun, dili na. Bisan naa ra sa ilang balay, kung musulod ang ilang honorarium, naa na dayon sa ilang card ug magamit na nila," said Mayor Quiño.

What began as a system for volunteer honorarium disbursement has since evolved into a broader municipal identification and digital services initiative intended to support residents in their everyday transactions.

The Citizen ID contains essential resident information and is linked to a GCash account. Qualified cardholders may use the linked account for eligible payments and withdrawals through participating channels, subject to applicable GCash requirements.

According to Greymarc C. Doctolero, Channel Distribution Manager for Northern Mindanao GCash Pera Outlet, the linked GCash account may also be used for online and international transactions, subject to applicable GCash terms and conditions.

7,500 Citizen IDs Targeted for 2026

The Management Information Systems Office (MISO) of the LGU Manolo Fortich is targeting the registration and distribution of 7,500 Citizen IDs within 2026.

The initial distribution of 1,000 IDs marks the first batch of the planned rollout. Registration and succeeding distributions will continue for qualified residents as the program expands across the municipality.

Representatives and ambassadors from partner agencies and organizations also joined the activity to provide residents with information and assistance regarding the Citizen ID, including its features, registration, and use.

LGU, GCash, PSA Strengthen Partnership

The launching and initial distribution brought together representatives from the Municipal Government of Manolo Fortich, the Philippine Statistics Authority (PSA), GCash, and other stakeholders involved in the implementation of the program.

The partnership demonstrates how collaboration between the local government, national government agencies, and the private sector can support technology-enabled services designed to respond to the needs of local communities.

The launching was attended by Mayor Rogelio N. Quiño, Vice Mayor Reynaldo L. Bagayas Jr., Municipal Administrator Engr. Joie Caesar M. Gaid, Councilors Rina E. Quiño and Christy Leparto-Salabe, and GCash representatives Head of Public Sector Charrie Myn Alano, Head for Mindanao Public Sector Bea Chermaine Ranada, and North Mindanao GCash Pera Outlet Channel Distribution Manager Greymarc C. Doctolero.

Their participation highlighted the continuing partnership between the LGU and its stakeholders in advancing digital transformation and improving the delivery of public services.

Making Services More Accessible

The Citizen ID Program forms part of Manolo Fortich’s broader efforts to harness technology in making government services more accessible to residents.

For communities located far from the municipal center, digital transactions can help reduce the need for repeated travel for selected transactions and services. By linking municipal identification with digital financial services, the program is designed to provide qualified residents with a convenient identification card while supporting access to selected digital transactions, municipal programs, and local services.

As the rollout continues, the LGU aims to expand the program’s reach and provide more qualified residents with access to the Citizen ID and its integrated services.

Qualified residents may apply through the official Manolo Fortich Citizen ID Portal. Application requirements, eligibility information, and other guidelines are available through the portal.
