The benchmarking activity conducted by the Local Government Unit of El Salvador City to the Public Employment and Scholarship Office (PESO) and Technical Skills and Development Center of the Local Government Unit of Manolo Fortich became a venue of learning as both parties exchange valuable inputs in managing projects, programs and activities held last July 14, 2023.
15 Barangay Employment and Services Officer (BESO) and 5 Public Employment and Services Office staff headed by PESO Manager Conie P. Lapad of LGU El Salvador City graced the PESO and TSDC to learn the best practices and strategies implemented by the LGU Manolo Fortich PESO. According to PESO Manager Conie P. Lapad, the purpose of the visit is to immerse the BES Officers regarding ideas on how the Barangay Public Employment and Technical Skills Service Desk Officer (BPETSSDO), counterpart to the BESO of other municipalities and cities, perform their duties and implement the tasks assigned to them.
“Prior to the establishment of our BESO, Manolo Fortich is na known na jud sa Region X nga isa siya sa active nga naa najud siyay grassroots level sa implement facilitation service. Kay although naa nay mga BESO from other provinces but then we know nga si Manolo Fortich jud for Region X siya jud ang nahimo nga pilot for the effective implementation sa BPETSSSDO.” Lapad said.
In retrospect, the LGU Manolo Fortich PESO is a multi-awarded office known as Best Public Employment Service Office (1st Class Category) in the Province of Bukidnon and 100% Performance Rating on the implementation of PESO Core Services by DOLE Region X in 2022 among others. To add, it is also the only accredited training center handled by the LGU in the whole province of Bukidnon.
Through an ordinance set on the year 2018, the Barangay Public Employment and Technical Skills Service Desk Officer (BPETSSDO) was created as part of the aids in the barangays tasked with consolidated jobs to assist people with job referral and placement as well as DOLE-assisted projects such as TUPAD including services regarding Violence Against Women and Children (VAWC). The 22 BPETSSDO of Manolo Fortich were present during the benchmarking for the open forum where the BES Officers and LGU staff of El Salvador City asked questions and advices regarding the challenges in the field, the steps in creating the TSDC, and the selection process in SPES and scholarship program among others.
“We learned a lot, especially nga bag-o among BESO nga na-established lang last year. Dayon nakita nato ganina nga naay juy open forum between the BESO sa ilang mga na experiences which was really the sole purpose of the benchmarking.” El Salvador PESO Manager Lapad shared.
PESO Manager Roger O. Molina, who also stands as the Community Training and Employment Coordinator (CTEC) was also present to share his thoughts during the event. “Salamat sa inyong tanan sa inyong pag-anhi dire hopefully ang inyong pag-anhi dire adunay value ug anaay exchange of knowledge sa among opisina. Hopefully nga ang inyong mga Barangay PESO sa El Salvador City, makakuha mo og ginagmay nga idea, dili man tanan kay lahi-lahi man jud ta og environment. Ang ako lang naa moy makuha nga concept gikan dire sa probinsiya sa Bukidnon nga madala ninyo.” Molina also guided the tour of delegates inside the TSDC compound.
