Under Good Governance, the 10th agenda in the 10-Point Agenda of Mayor Rogelio N. Quiño, the Anti-Red Tape Authority (ARTA) mandates all Local Government Units (LGUs) to extend ARTA compliance to the barangay level to further strengthen the delivery of government services to the people. Through the Municipal Internal Audit Services Office (MIASO), headed by MIASO-OIC Rhazel R. Formoso, designated ARTA Focal Persons from the 22 barangays of Manolo Fortich were provided with a training and workshop on Barangay ARTA Compliances on June 20, 2025, at the Asaka Inn, Barangay Dahilayan.
The primary objective was to strengthen their capacity to establish a Citizen's Charter, enabling them to deliver government services in a timely, effective, and efficient manner. The Citizen's Charter is a service standard that outlines the services a government agency offers, along with specific procedures, timelines, and applicable fees. It is a requirement under ARTA and Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which aims to promote transparency and efficiency in government transactions.
One of the ARTA compliance requirements is the Client Satisfaction Measurement (CSM), which was thoroughly discussed by Formoso. “Gi-intensify na sa ARTA ang iyahang compliance. So sauna LGU palang siya nga level ug mga national agencies, karon munaog na gyud siya sa barangay. So the only way to empower them is to teach them and have the workshop. Kaning CSM or Client Satisfaction Measurement mao na siyang usa sa mga compliances ni ARTA nga kailangan mahimo ni barangay,” stated Formoso.
CSM is a survey form that clients fill out after receiving services from the barangay. Participants also learned how to measure client satisfaction through a workshop that covered the entire process—from data collection and analysis to reporting. In addition, an orientation on the re-engineering plan was conducted by MIASO staff Richard C. Logronio, who explained how barangays can improve their services based on customer complaints and suggestions gathered through the CSM.
Sangguniang Kabataan Chairman Hazel Rose A. Tabian of Barangay Lingion was designated as the barangay’s ARTA Focal Person. “The workshop went very well, through the step by step process nga gi-discuss ni Ma’am Rhazel nasabtan gyud namo ang process sa pagbuhat og handbook sa ARTA. Makatabang gyud ni siya nga mahibal-an namo among kakulangan sulod sa barangay then also makabalo pod mi sa mga concerns and suggestions sa community. Through Citizen's Charter we can improve our services. We can give service satisfaction to the people,” commented Tabian.
ARTA is a Philippine agency focused on improving government processes, particularly in the prevention of bureaucratic red tape—such as excessive regulations, complex procedures, and the failure to consider client needs, which hinder the delivery of fast and quality public services. The Local Government Unit of Manolo Fortich looks forward to establishing a more citizen-friendly and efficient local governance as a result of increased ARTA compliance.
