Thursday, September 28, 2023 - The Local Government of Manolo Fortich, in close coordination with the Local Department of Interior and Local Government (DILG) facilitated the immersion in Retooled Community Support Program (RCSP) with the Zone Presidents of Barangay Guilang-guilang in order to identify development gaps in the community at the Covered Court, Barangay Guilang-guilang, Manolo Fortich.
The RCSP is the leading program of the Ending Local Communist Armed Conflict (ELCAC) initiative under DILG that was approved by virtue as Executive Order No. 17 by former President Rodrigo Roa Duterte. It was crafted as a tool to put an end to the locals’ participation in negative communism.
Through RCSP, the government is able to solve issues and needs in the community by facilitating significant consultation with community representatives about their concerns and organizing a suitable solution later on. This way, participation towards armed groups can be prevented.
“So naa mi karon, mainly, para makuha gyud namo gikan mismo sa inyo kung unsa jud diay ang mga isyu ug kakulangan sa inyong barangay. Kung kami ra sa munisipyo, posible nga lahi ang among panglantaw sa inyong needs,” says DILG and Municipal Local Government Operations Officer (MLGOO), Cherry Lou B. Lafuente.
A series of discussion and consultation was facilitated with the Zone Presidents accompanied by Barangay Captain Glenn F. Gulle in order to identify present problems coming from their vicinity. The issues and concerns raised were the lack of rice mills, financial aid for farmers, farming equipment, land area for farming, irrigation for farmlands, and the majority problem, the lack of water supply.
“Daghan gyud ang tubig diri sa Barangay Guilang-guilang, pero ang problema walay insaktong systema or operation para ma hatag kini sa tagsa-tagsang panimalay,” says Lilia C. Iba, Zone 2 President.
Lafuente addresses the concern by assuring the Zone Presidents that such concern is already about to be mitigated, “Sa problema sa tubig, aduna kitay naka budget nga 6 million. Kana siya mahimong Water System Development Project nga ang maka benefit jud kay ang mag sitio diri na adunay dako nga kakulangan sa supply sa tubig.”
The start of the project has not been finalized yet, however, this gives light to the concerns of the Zone Presidents. At the same time, Lafuente also provides assurance for the other issues and problems raised aside from the lack of water supply.
“After niini, naay pagahimuon nga convergence sa provincial government of Bukidnon. Magtapok ang mga national ug mga provincial departments aron hisgutan kung unsa ang mga panginahanglanon sa atong mga target nga ELCAC barangays,” says Lafuente. “E present dayun sa mga munisipyo kung unsa na mga proyekto ang angay buhaton para sa mga issues raised.”
Thus, it is entrusted that the LGU will also call the attention of appropriate agencies and departments who have the role in looking into these issues. At the end of the discussion, gratitude was exchanged between officials from the LGU of Manolo Fortich and Barangay Guilang-guilang.
“In behalf ni Mayor Rogelio N. Quiño, salamat kaayo sa kinasing-kasing ninyo na pagpaabot sa mga concerns kay dili raman pud ang LGU ang naa diri. Naa pud atong DILG na naminaw, kay makatabang man ni sila sa paghatag og supporta gikan sa national, sa atong mga panginahanglanon,” says Municipal Administrator Engr. Joie Caesar Gaid.
In response, Senior Zone President, Lucerio A. Sulinta extends his appreciation of the adjourned consultation, “Ang ako gyud paglantaw ug pag huna-huna nga tungod sa ka wad-on, nga dili gyud maka supporta sa kaugalingon nga panginabuhian, siguro kami, dakoan jud mi ani nga tabang gikan sa gobyerno, gikan sa halangdon nga mayor nato.”
The journey towards lessening the occurrences of armed groups participation through closing governance and development gaps of the community may almost come to an end in the municipality. However, the LGU continues to emphasize that such milestones can only be attainable and sustained when locals, officials, communities, municipalities, and agencies work together. In the end, the journey to peace and development involves all significant stakeholders.
