The revered special program of Municipal Mayor Rogelio N. Quiño, known as Real Quality Public Service (RQPS), which has been running since 2007, has successfully concluded its 23rd round at Barangay Minsuro, providing the same high caliber of services to the people.
In the absence of the Barangay Captain Mary Jane Mary Jane P. Guilayan, Barangay Kagawad Amor Tibon welcomed everyone and encouraged her constituents to participate and avail of the various free services offered by the RQPS. “Kung pwede pa lang jud anhaan ninyo tanan serbisyo kay twice a year ra jud ni siya gakahitabo. Sa tibook RQPS team ug sa mga Councilor, Mayor, Ma’am Tessie welcome kamong tanan dire sa among barangay.”
Mayor Rogelio N. Quiño, who does his best to attend the weekly program, graced the last barangay for this round. “Mga kaigsoonan, atong pahimuslan ang atong pagserbisyo. Ang inyong mga panginahanglanon duola jud ninyo atong mga lamisa kay naa gayud diha ang atong mga matiunay nga pag serbisyo sa katawhan sa Manolo Fortich.” He also expressed his felicity on the status of the new barangay hall of Barangay Minsuro.
The wife of the Mayor, Madam Tessie D. Quiño was also at the program who joined the RQPS team and Barangay Volunteers in the Zumba exercise executed before the start of the various services. The Sangguniang Bayan members headed by Vice Mayor Reynaldo Bagayas Jr were also present in the activity. The official announcement of the program was declared through Councilor Miguel D. Demata.
The initiative aims to bring essential services right to the doorstep of the barangay, providing a wide range of offerings to the local community. Among the services provided are free medical check-ups and dental treatments, which include complimentary medicines. Additionally, the program offers circumcision services, reading eyeglasses, haircuts, and massages, all at no cost to the recipients.
In a bid to support the local livestock and domesticated animals, free vaccinations are administered, along with the distribution of free vegetable seedlings and porridge for the clients. Moreover, consultations for various municipal services, including those provided by the Local Civil Registry, Office of the Building Official, External Services, and the Municipal Social Welfare and Development Department (which caters to sectors like Persons with Disabilities - PWD and Senior Citizens), are readily accessible.
This year, the initiative has further expanded its reach by collaborating with national agencies like Pag-ibig, SSS, and PhilHealth, reinforcing the scope of services available to the community. The comprehensive range of services offered under this program serves as a testament to the dedication of Municipal Mayor Rogelio N. Quiño and his commitment to the welfare of the people in Barangay Minsuro.
As part of the initiatives by the Manolo Fortich Roads and Traffic Administration (MFRTA), free theoretical courses were offered to the public. Moreover, the event includes a blood-letting activity facilitated by the Rural Health Unit and a Milk Drive organized by the Municipal Nutrition and Action Office. Donors were given goods as a token of appreciation for their contributions.
One of the clients during the activity is Bivenea T. Lumintad who was with her two sons and her sibling. Her sibling availed the dental services while her two sons availed the free medical check-up. “Daghan kaayong salamat sa inyong serbisyo ug daghan jud nga mga tao ang mga naka-prebilihiyo sa inyohang insakto jud nga pagserbisyo. Kada RQPS naa jud mi dire.” Bivenea expressed.
In summary, here are some of the list of services and the number of clients catered during the RQPS at the Minsuro. Dental Service catered 40 clients, Medical service- 203 clients, Municipal Treasurer’s Office - 42, MFRTA- 24, 200 seedling packs were also distributed by the Municipal Agriculture Office and they have tended also 61 goats and 64 cattle. The free haircut catered 80 clients and the free massage- 18 clients. There are 11 mothers who donated their breast milk for the Milk Hub who were given food packs for their donation.
Furthermore, the 24th round of the Real Quality Public Service (RQPS) program is scheduled to commence around the last week of August, as estimated by RQPS Convenor Sonny Rautraut during his interview on the Barug Radio Program. Following the successful conclusion of the 23rd round, the RQPS team will conduct a post-evaluation to assess the outcomes and impact of the previous round. Subsequently, the focal persons of the RQPS team will engage in planning sessions to develop and refine the strategies for the upcoming 24th round, ensuring its continued effectiveness in delivering essential services to the community. This dedication to continuous improvement and meticulous planning underscores the commitment of the RQPS team to provide enduring support and assistance to the people in Barangay Minsuro.
