LCAT- VAWC UNDERGOES 2-DAY SEMINAR CONDUCTED BY MANOLO FORTICH MSWD

Local Committee on Anti-Trafficking and Violence Against Women and Children seminar

The Municipal Social Welfare and Development (MSWD) Office conducted a two-day seminar on Republic Act (RA) 9262, or the Anti-Violence Against Women and Children (VAWC) Law, along with RA 9208 (Anti-Trafficking in Persons Act), RA 7877 (Anti-Sexual Harassment Act), and RA 11313 (Anti-Bastos Law). The seminar took place on October 17-18, 2024, at Alomah’s Place and Nature Farm, Barangay Dahilayan.

On the first day, Public Development Officer Liezle Mae Salinas-Del Castillo from the Department of Social Welfare and Development (DSWD) Region 10 served as the resource speaker. She discussed RA 9208, the Anti-Trafficking in Persons Act of 2003, along with its amendment, RA 10364, or the Expanded Anti-Trafficking in Persons Act of 2012. Salinas-Del Castillo explained that trafficking in persons (TIP) is an illegal act involving the recruitment, transportation, transfer, harboring, adoption, or admission of a child for the purpose of exploitation. She also covered RA 11930, the Anti-Online Sexual Abuse and Exploitation of Children (OSAEC) Law, and RA 9262, the Anti-VAWC Law.

The second day featured DSWD FO 10 Executive Assistant Atty. Jamenah Marie Balindong, who focused on RA 11313, the Anti-Bastos Law, also known as the Safe Spaces Act. This law addresses all forms of gender-based sexual harassment (GBSH) in public spaces, educational or training institutions, workplaces, and online platforms. Balindong also discussed RA 7877, the Anti-Sexual Harassment Act of 1995, which targets sexual harassment committed by individuals in positions of authority, influence, or moral ascendancy, such as employers, supervisors, teachers, or coaches.

The seminar was attended by 30 participants from various business establishments and agencies in the municipality. These organizations employ individuals who have experienced sexual harassment in the workplace or abuse at home. The event aimed to equip participants with a thorough understanding of relevant laws, procedures, and referral processes related to trafficking, violence against women and children, and sexual harassment.

MSWD Officer Maria Cecilia Sajonia emphasized the importance of the seminar for the participants’ respective businesses and agencies. “LCAT-VAWC is the Local Committee for Anti-Trafficking and Anti-Violence Against Women and their Children. Nag-exist ni siya nga council of course gender-biased kaayo ni siya to protect solely the women. We all know nga gender-based violence is existing, bisag asa ta muadto gakahitabo ni siya. We invited you here, kay daghan ni siyag mga law nga gipasa. We have to check unsa nga mga lenses ang gigamit niani to pass this law para sa atong gender-based violence. How it would affect, especially sa atong society and especially sa atong mga establishment. Mao gyud na ang purpose pod ani nga naay orientation or background information or overview of these laws kay basin pod lage makatabang pod kita nga ma-diminish nato ang mga gender-based violence,” stated Sajonia.

Also present during the seminar were Sangguniang Bayan Member Committee Chairperson on Women, Children, and Child care Coun. Joy Cordovez, and Liga ng mga Barangay President Mary Jane Guilayan.
